Active Matter 250 Shades of Liberty
Downtown, Airport, pouches, medkits, vehicles, and a Replicator that now handles fusion.
Operation 250 Shades of Liberty went live on 27 August 2026. Matter Team opened North American city raids, an African Airport raid, and then spent a week of hotfixes moving fusion, Workshop furniture, and red-dot ADS onto that foundation. If you last played during Gigastructure, treat this as a new game in the same Shelter: inventory, medicine, and crafting all changed shape.
The Agency pitch is blunt. Enter fast, act decisively, restock pouches, and extract. Downtown is avenues, ruined skyscrapers, school buses, and taxis used as cover while Police and SWAT still patrol under distorted protocols. Airport is hangars stuffed with military gear and a plane frozen in a gravity anomaly. The objective did not change: loot, intel, extraction. How you pack a kit did.

Raids: Downtown, Airport, and Dalniy
North America gained three raid entries:
- Downtown — standard contested city.
- Downtown: Unstable Zone — higher anomaly pressure.
- Downtown: Collapse — updated Overtime version of America: Collapse.
Africa gained Airport. Hangars hide crates and guns. The suspended airframe is a landmark and a death trap if you linger under it. Simultaneous matchmaking now lets you queue several raids at once, so you are not locked to one tile while the lobby fills.
Dalniy Island was not left behind. Valuable loot is more common. Rare-loot zones show as color-coded resource icons on the raid-select map and in-raid. Monster clusters can spawn: higher danger, higher-tier loot. Night skies pick up aurora. Airdrops are less likely to snag on geometry. Rental gear is independent of the selected raid, which matters when you bounce between Dalniy Island and the new continents in one session.
Weapons, drones, and chronogenes
New firearms split into two lists. Available immediately: P17-V pistol and M14. Gated behind Harmonization Cycle 2: RSh-12, MAC-11, SCAR-H, M39 EMR, DP-12, plus three other Russian weapons. M24 becomes a store purchase after its Investigation. AR416A5 and M82A1 left the shop; you unlock them through Investigations and replication. Melee gained a crowbar, pry bar, baseball bat, and police flashlight — tools as much as weapons when you need a quiet door or a light in a stairwell.
Drones carry more than grenades. Harmonization adds a kamikaze drone and a thermal drone. Optics gained variable magnification; new foregrips, dovetail-to-Picatinny adapters, optic risers, the TGP-A suppressor, Spectrum 1-4x, C5 laser, pistol red dots, and an XV ACP 40-round drum arrive with the cycle. Gun camos shipped in the same window.
Tier III chronogenes now use charges: up to 10, and one charge burns on each raid death. Fusing Tier II into Tier III adds a charge. You cannot stack identical Tier III chronogenes. That stops the old “equip three copies and ignore death” pattern. Pair the new guns with loadouts instead of copying a pre-Liberty kit.
Medicine, pouches, and Body Sleeves
Medkits were rebuilt. One use starts the heal; you no longer mash the kit to finish the job. Ampules became Medications, loose doses that refill kits. The Streaming Injector was reworked. Harmonization adds a Burst Injector. In a collapsing Downtown street, that is the difference between a heal you can commit to and a heal you fumble while SWAT pushes the bus you are hiding behind.
Liberty first replaced backpack litres with typed pockets. Patch 0.4.0.62 then changed the rule again: pouches now expand overall inventory and grant per-category volume bonuses (medical pouches hold more medkits, mag carriers hold more ammo), and Body Sleeve pockets were removed. Each sleeve still grants its own volume bonuses. Base sleeve carry dropped by 100, with some suits offset +25 / +50. Quick-access slots now reference an inventory item instead of storing a clone. Treat late-August pocket diagrams as history; the live packing rules sit on loadouts and the 0.4.0.62 recap. Safe containers and beacons still extract value; beacons can be picked up after placement, and Tactical beacons revive you in rental Agency gear.
Naomi Carter joins as a new operative with two Body Sleeves that unlock after Harmonization. Beast’s bulletproof bonus rose to 9.5%. Pulse now grants 10% extra healing on all body parts. Callsigns were cleaned up. If you bought Premium for Reaper, Liberty did not replace that sleeve; it added a second named operative to chase.
Vehicles, monsters, and contracts
New rides include an American armored car, a 1978 American off-roader, and six unique Soviet cars. Turn signals, dash lights, sirens, and light bars work. Traffic police cars flash. Buggy projectors can blind. Repair kits spawn more often in trunks. Buggies and ATVs were improved; the Soviet jeep model was reworked. Hotfix 0.4.0.44 temporarily replaced pickup trucks with the American off-roader on Vehicle Transfer contracts.
Downtown deploys Police and SWAT. Flowermen split into African and American biomes, each with Alpha minibosses, lure-bushes, and roots. Monsters no longer see through walls, bushes, and trees. Turned Soldiers can flee. Alpha Flowermen can reach rooftop snipers. Poltergeists rattle unlocked doors. Mimics possess objects; tendrils no longer clip through walls. Hunter echolocation grew to 100 meters. New traps exist for Hellhounds, Invisibles, Distorted, Flowermen, Ball Lightning, and Fireballs, feeding Specimen Capture and Anomaly Capture contracts.
Investigations and contract variants expanded. Neutralization credit now counts hits from any operative within 20 seconds of the kill, which makes squad tagging less punishing. You can revive any operative, not only allies, and a downed player can ping for help. Robot Dogs can extract without an escort and follow vehicles more cleanly. Sleds haul cargo. Mindvaults hack faster for the owner or an ally.
Crafting, storage, and the Workshop
Fusion (instant creation from components) moved from the Refiner to the Replicator. Old synthesis recipes remain. New chronotrace types — metal, composite, fiber, chemicals, energy, idea — come from dismantling items, with fat yields from valuable raid finds. Extracting an item unlocks fusion and replication immediately; you no longer wait on a full blueprint, but you must charge the recipe with the new traces and respect a replication limit. Replicated items are no longer tagged as replicas. Universal chronotraces converted into Chronotrace Containers you can recycle. You can craft a small backpack from rugs on Dalniy maps in-raid.
Storage gained category stashes (chronotraces and similar) with high capacity and type locks, plus a one-way temporary stash for items that leave a raid in safe containers, Robot Dogs, or rental kits. That stash clears when the next raid starts. Patch 0.4.0.55 put fusion on a dedicated Replicator slot and added a Monolith room plus furniture. Patch 0.4.0.62 moved the Replicator and Refiner into the Workshop, so those machines no longer fight your decoration grid.
Graphics and audio were not cosmetic-only. Global illumination range increased. DX12 beta is the default on Intel Iris Xe so XeSS can run. Optic exposure is measured inside the sight, which stops NVGs from blooming. Muzzle flashes adapt to background brightness. Sound occlusion and mute-when-inactive default on. Global chat, typed map markers, a 20-raid archive, and a debrief requeue for the same raid type all landed in the same drop.
Play Downtown like a close-quarters city: pouches for magazines, a medkit you can fire-and-forget, and a vehicle if the avenue is clear. Do I need Harmonization for every new gun?
